Bob Miller, Ph.D, CEO of Science and Operations

Serving as SVP of Quality at Gilead Sciences Inc. Bob Miller, Ph.D. has a wealth of experience in the design and implementation of quality systems and guiding companies actively engaged in quality and compliance enhancements in response to FDA and other global regulatory agencies. He holds a B.S. in Pharmacy and a Ph.D. in Pharmaceutical Chemistry from Rutgers University College of Pharmacy.

Bob has gained experience in diverse product portfolios working with major global Pharma and Generic companies such as Bayer Pharmaceutical Corporation, Pfizer/Warner-Lambert, and J&J.

Jeff Nemeth, CEO of Business and Sales

After graduating from the Art Institute of Huston with a Fine Arts Degree in Photography in 1990, Jeff began his career as a photographer. He built a successful business and at one point operating a total of seventeen studios. Eventually selling his business to Lifetouch National School Studios.

Jeff then took his entrepreneurial spirit and first-hand experience with pain management after a car accident left him with chronic pain and began the process of creating Act Laboratories, Inc. Jeff’s comprehensive knowledge of the cannabis industry and participation in advisory meetings, panel discussions, site visits, and frequent communications with regulators, have made him a valued leader and trusted resource for Department staff as they go about the challenging task of setting forth strong and sensible program guidelines.

Susan Campbell, V.P. Strategy and Commercial Operations

Ms. Campbell brings 20+ years of Life Science experience in Biopharmaceutical, Vaccines, Medical Device and Biologics Markets, holding Senior Leader roles in Sales, Marketing, Operations and Market Access. Susan leverages her broad enterprise and commercial expertise to develop innovative growth strategies and customer solutions.

Susan is a strong customer and patient advocate, committed to ensuring a positive, seamless customer experience, with an equally strong commitment to Compliance and Patient Safety. Most recently, Susan was Head of U.S. Sales for Merck Biopharmaceuticals Women’s Health Franchise. Previously Susan held US and Global roles with Mallinkrodt Medical, Storz Instrument Company, Synthes, Mead Johnson and Monsanto.

Susan holds a Bachelor of Science Degree in Animal Science, Genetics and Statistics from Missouri State University.

John VanOosendorp, Controller

John VanOosendorp is leading the financial team as Controller within Act Laboratories. With a Bachelor's degree from Siena Heights University in Accounting, and an MBA in Business Management/Finance from Franklin University, John has over a decade of experience in costing, cash-flow analysis, compliance, forecasting/budgets, accounts payable and receivables, financial software implementations, month-end close, payroll, and was a certified SOX auditor at Lear Corporation.

Chad E. Reese, Ph.D., VP Laboratory Operations – East Region

Chad E. Reese, Ph.D. earned his bachelor’s degree in chemistry from Washington and Jefferson College and a Ph.D. in Analytical Chemistry with an emphasis in materials science from The University of Pittsburgh. Dr. Reese has nearly 20 years of experience in the pharmaceutical industry having worked on both generic and branded prescription drugs for Mylan and TherapeuticsMD.  Dr. Reese has worked in analytical method development for solid oral dosage forms as well as formulation development of solid oral dosages of tablets, hard gelatin capsules, oral solutions and suspensions.  He has also managed teams in research and development of oil filled soft gelatin capsules, transdermal, buccal, and semisolid (creams, gels, ointments, lotions) dosage forms.  In addition, Dr. Reese has been a quality control director overseeing the testing and release of pharmaceutical raw materials.  As Dr. Reese was reliant upon contract laboratories during his tenure at TherapeuticsMD (a virtual pharmaceutical company), he understands the needs of the customers.  This vast chemistry, managerial and contract laboratory experience in GxP compliant facilities adds to the strengths of ACT Laboratories in analytical chemistry method development, formulation development, quality control and leadership.  Chad joined the ACT Laboratories team  in 2020 as VP of Operations with direct oversite of PA, NY and MA testing.

Todd Pankratz, MS, MBA, VP Laboratory Operations – Midwest Region

Todd Pankratz started working in the cannabis industry in 2017 as the Director of Operations and Compliance for a large, vertically integrated MSO.  In this role Todd had direct oversite of ten manufacturing facilities across the United States and worked directly with science, R&D, quality, packaging, distribution, and warehouse teams on over 100 different product SKUs.  Todd transitioned to the VP of Manufacturing Operations for Functional Remedies, a CO based full-spectrum hemp oil manufacturer in 2019.  During his tenure he certified the facility as a GMP manufacturer through both NSF and SGS, established an internal ISO-17025 laboratory to test all raw materials and finished goods prior to third party-testing, and implemented a companywide ERP system to improve operational efficiencies.   As a manufacturing operation lead Todd worked with R&D and state compliance officers to develop over twenty unique products ranging from topicals, to vapes, and a variety of edible products.  Prior to his transition to the cannabis industry Todd held various roles in the pharmaceutical industry ranging from quality assurance to senior scientist and study director, ultimately leading large clinical and laboratory operations.  Todd’s extensive analytical and laboratory expertise led him to ACT Laboratories in 2020 where he joined as the VP of Operations with direct oversite of OH, MI, and IL testing.

Experienced Advisory Team

Robert Sheroff, Strategic Advisor

Robert received his B.S. in Pharmacy degree from Rutgers University College of Pharmacy and an MBA in Pharmaceutical Marketing from Fairleigh Dickinson University. With over thirty years of experience at J&J alone, Robert has extensive experience in supply chain management. Robert has successfully led global organizations in both small and large molecule manufacturing and quality responsibility. He also has a strong reputation with the FDA and other regulatory agencies.

Currently, Robert is the President of RMMTC, LLC, a pharmaceutical supply chain consulting firm supporting small and mid-sized companies. He serves as a non-executive director on the Board of DPS Engineering Holdings Limited is a member of the Patheon Executive Council, exploring ways to streamline the CMO/CDMO role within the pharmaceutical industry.

Cornelius Merlini, BOD

Mr. Merlini has 30 years of operational experience and healthcare leadership in biopharmaceuticals, medical devices, consumer health and diagnostics products. Most recently, Mr. Merlini was General Manager for Healthtronics Lab Solutions, the diagnostics division of Endo Pharmaceuticals. Previously, Mr. Merlini ran commercial operations for Core Blood Registry (CBR).

Mr. Merlini joined CBR from J&J where he served as Worldwide Vice President of the Cardiovascular Franchise across Bio Pharmaceuticals. Mr. Merlini is a Managing Partner of IHP.

Howard Goodwin, M.D., BOD

For the last 18 years, Dr. Goodwin has demonstrated a proven acumen investing in healthcare businesses at top investment firms, including Maverick Capital, Citadel Investments and, most recently, as a portfolio manager at Millennium Partners. Dr. Goodwin began his investment career at Graham Partners, a middle market private equity firm.

Prior to beginning his investment career, Dr. Goodwin received his medical degree from Thomas Jefferson University. Dr. Goodwin is a Managing Partner of IHP.
